NOIAA LTD Signs Strategic MoU with ADES Group to Deliver Specialized Offshore and Maritime Safety Training in the Middle East & Africa

NOIAA LTD, Middle East and Africa Operations, through its Onshore/Offshore Maritime Safety Training Centres, has officially signed a Memorandum of Understanding (MoU) with ADES Group for the provision of specialized offshore training services.

NOIAA LTD is a subsidiary of NOIAA Corporation, whose global headquarters is located at 2425 West Loop South (Suite 200), Houston, Texas 77027, USA.

The agreement covers training delivery for marine and drilling crews onboard the offshore drilling rig ADM 501, which is currently mobilizing to commence drilling operations for Addax Petroleum Cameroon Company S.A. in Cameroon.


Scope of Training Under the MoU

The signed MoU mandates that all required minimum training certifications be completed prior to contract commencement. The training programs include:

  • OGUK Offshore Medical Fitness Certificate – All crew
  • OPITO-Approved BOSIET (including HUET) – All crew
  • IWCF or IADC Driller Level Well Control Certification – Assistant Drillers
  • Stage 3 Crane Operator Certification – Crane Operators, Deck Pushers, and Deck Foremen
  • Banksman & Slinger Competence Assessment Certificate – Deck Supervisors and Deck Pushers
  • Banksman & Slinger Stage 1 Certification – All drill crew
  • Banksman & Slinger Certification – Roustabouts and Roughnecks
  • 6G Welding Certification – Welders
  • GMDSS Radio Operator License – Radio Operators

These internationally recognized certifications ensure that all personnel meet global offshore safety, operational, and competency standards prior to deployment.

Furthermore, NOIAA LTD is uniquely positioned as the only Onshore/Offshore Safety Training Centre in Africa offering integrated on-site accommodation. This means that while undertaking mandatory offshore training programs, personnel benefit from a fully residential, stress-free environment designed to ensure comfort, focus, and optimal learning conditions.

Following a press briefing after the MoU signing, NOIAA’s Chief Executive Officer, Mr. Chris YOK, stated that he was not surprised that ADES Group selected NOIAA to provide offshore training services in Cameroon.

According to Mr. YOK, NOIAA LTD currently remains the only OPITO-approved training provider in Cameroon and is one of the leading offshore safety training institutions operating across Africa. Since commencing operations on the continent, NOIAA has trained over three million onshore personnel from major organizations, including:

Mr. YOK emphasized that within Africa’s oil and gas industry, safety, compliance, and competence are non-negotiable. He noted that operating in the sector without certified training support significantly increases operational and safety risks.

He concluded that NOIAA’s partnership with ADES Group further strengthens safety standards across the Middle East and Africa energy corridor and reinforces the company’s commitment to delivering globally recognized offshore competence and compliance solutions.

According to Mr. Ahmed El-Zomor, Supply Chain Manager – Africa at ADES Group, the company plans to continue and expand its collaboration with O-CERY Plc and NOIAA LTD across Africa whenever ADES secures new contracts on the continent.

Mr. El-Zomor further stated that since ADES commenced operations in Cameroon, O-CERY Plc has been extremely supportive in facilitating local engagement, logistics coordination, and operational efficiency.supportive to ADES personnel and operations. He further noted that ADES has observed O-CERY’s strong presence in nearly every African country where ADES operates, making the company a reliable and strategic logistics partner.

“All Supply Chain employees are highly satisfied with the services provided by O-CERY,” he said. “As one of my colleagues noted, they consistently adhere to delivery schedules and agreed timelines. This level of reliability ensures that our projects progress smoothly and in accordance with plan.”

The Supply Chain Manager concluded by reaffirming that ADES is very happy with the services provided and looks forward to strengthening cooperation across its African operations.
